National Education Policy (NEP) 2020

Recognizing the importance of early learning, the National Education Policy 2020 states that “Our highest priority must be to achieve universal foundational literacy and numeracy (FLN) in primary schools and beyond by 2026-27. The rest of the policy will be largely irrelevant for such a large portion of our students if this most basic learning (reading, writing, and arithmetic at the foundational level) is not first achieved.”

In India, schooling is still not equal to learning. Many children get left behind without attaining the most basic skills in primary school - Foundational Literacy and Numeracy (FLN). Insights from ASER 2018 and 2021 reflect the need to focus on Foundational Literacy and Numeracy (FLN) as the topmost priority for improving student learning outcomes .

About FLN

What is FLN ?

It is a child’s ability to read with comprehension, write and solve basic mathematical problems. The national-level FLN mission is a crucial step towards equipping children with these basic skills that will set them up for success in the long run.

Why is FLN important ?

FLN skills are the building blocks of education. Children who fail to attain basic literacy and numeracy skills by grade 3 find it difficult to catch up in later classes and fall behind, creating wide learning gaps.

Evidence shows investing in foundational learning has long-term benefits for improving a child's overall performance.

Aims of Foundational Literacy and Numeracy

Foundational Learning is children's ability to read with meaning and do basic math calculations by the end of grade 3
